Create Templates Outside of Whiteboard

It would be helpful to be able to create templates outside of the whiteboard so that you didn't have to add patients to the whiteboard first.

    This would be amazing, please consider!!! It takes so much time to make adjustments to templates.  We have over 80 and each time they need an update I have to turn EMR off, create fake patient on whiteboard, make adjustments, save, delete, turn on EMR.
