Restrict the ability to create new procedures, medications, fluids, ect.

I have administrator access and I have been cleaning out many duplicate entries for different procedures. Those creating the flow sheets are not looking through the pick lists and instead are creating duplicate entries that I am having to go back and clean up.
Would it be possible to restrict the ability to create new procedures, medications, fluids etc so that creators of flow sheets are encouraged to use the items provided in the pick lists?
