Be able to add new doctor at "End of shift Billing"

At the moment, when performing end of shift billing, you have to add the name of the doctor whose shift has ended but then after that, have to go back into patient details to add new doctor looking after the case. I don't understand the reason for that. Shouldn't it be - "End of shift billing" then adding doctor starting new shift?
