Billing is only managment setting

Hi there,
We got a feature request from Canada West Veterinary Specialists:

We want to know if there is a management setting that can stop people from being able to select if it is billed or not billed. When someone goes into initial that they gave a treatment this box pops up:
So anyone has the ability to decide not to charge for this injection. How do we stop that?
