Record fluid additive to anesthetic record in all cases

When a fluid additive is listed on the anesthetic sheet, the only time the information is displayed is when a note or image is added to the line.

It should be recorded all times. One solution would be to go back to having a line entry on the anesthetic record for every cell that is filled on the Anesthetic Sheet (Not the trend values, but the rest of the lines)
