Allow any form to be created from the PC/web version, not just iPads

At the moment anesthetic sheets, consent forms, or any other type of form can only be created through the iPad version, and not on the PC. Typically our techs use the iPads, with Doctors, reception staff, and department coordinators all using the PC/web. It is very limiting to have to use iPad to generate these forms, particularly for admission. Not looking for a new feature as such - just consistency between the two platforms if possible please!
