Have two decimal places for volume to be given for medications Merged

For CRIs that are being given to the hundreth of a ml (ie 2.43ml/hr) they are currently rounded to nearest 10th (2.4ml/hr).  There are CRI pumps that are able to give to the 100th ml/hr and so there should be two decimal places available on smart flow with no rounding.

    This definitely needs to happen for fluid rates and meds!

    There is a step-by-step description of this idea and it's possible implementation way:

    Steps:
    1. User tries to set 136.74 ml/hr for CRI parameter.  
     
    Actual result:
    The user can set 136.7 ml/hr for CRI parameter but can not set 136.74 ml/hr for CRI parameter (because of automatical rounding by SF-software). 
     
    Expected result:
    The user can set 136.74 ml/hr for CRI parameter (have the option to round to the nearest 1 or 2 decimal places). 
     
    Useful info:
    There is a need in an option to switch rounding between 10th and 100th for quantity on the Flowsheet for some parameters (because the user has CRI pumps that can be programmed to the 1/100th of an ml, i.e. two decimal places.)
