Different "fixed time" settings for different departments Merged

We have different departments within the hospital, some of which work very heavily on "fixed time" settings and some of which are flexible. It would make things much easier if either 1) we were able to select different settings for different departments the same way that we can have different display settings for different departments or 2) we were able to choose "fixed time" or no for specific parameters which would then allow us the freedom to have for example an IM Walk (or Walk IM) every day at 12pm & 4pm.
