Clinics need to have Notes from parameter settings in Pdf-reports

Steps:

1.Add "DEA 1.1 Negative Donor ID 12345" note to parameter settings:

2.Try to find this note in PDF-reports.
 
Actual result:
There's no this note in PDF-reports.
 
Expected result:
The user can find this note in PDF-reports.
 
Workaround:
To add this note to Notes section:

    This does occur on the Medical record PDF. Any note on a parameter will appear when it is first added on the Medical record and then it will appear everytime the parameter/treatment is marked off and completed.
