Update the permissions of tech/nurse role or make roles customizable Merged

We just received a request from a hospital who said it is important for their technical staff to be able to add 24 hours to a flowsheet. The way the permissions are set currently, this is only possible if they are given the permissions of a doctor.

We have also heard from other hospitals that they would like the permissions to be updated to allow nurses to add treatments or tasks to flowsheets, and to edit IV catheter information. It would also be beneficial for teaching hospitals to be able to customize the permissions associated with the student role. Is this something that would be beneficial for your team as well?
