Save fluid rate of "0" to template or parameter

We use multiple lines on our treatment sheet to track various fluid items, including TVI, Hanging and cumulative volumes under each bag/cri.

However, we'd like to be able to save a rate of "0ml/hr", either to the template, or to the parameter (so it will always show with a rate of 0, when added to any flowsheet/anesthetic sheet) so our staff are not confused by the rates displayed on the treatment sheet.
